High-Bandwidth Free-Space Lasercomm
The Office of Naval Research (ONR) is seeking innovative solutions for high-bandwidth free-space laser communications (lasercomm) for tactical level digital communications for the United States Marine Corps (USMC) and the United States Navy (USN). Offerors will be asked to develop systems to provide tactical level digital lasercomm systems for integration with USN and USMC networks. Proposed solutions will enable high-bandwidth, jam-resistant communications with a low probability of intercept and detection (LPI/LPD) between tactical edge platforms and users over non-Radio Frequency (RF) communication paths in order to improve the robustness, security, and timely transmission of USN and USMC communications. All solutions offered should minimize reliance on any RF based communication systems to allow communications during Electronic Emission Control (EMCON), Electromagnetic Radiation to Ordnance (HERO) or other conditions where RF communication systems are unavailable. |

Recovery Act Limited Competition: High-End Instrumentation Grant Program (S10)
The NCRR High-End Instrumentation Grant (HEI) program encourages applications from groups of NIH-supported investigators to purchase a single major item of equipment to be used for biomedical research that costs at least $600,000. The maximum award is $8,000,000. Additionally, it is expected that the funds will be expended expeditiously, within 18-24 months from the date of award. Instruments in this category include, but are not limited to, structural and functional imaging systems, macromolecular NMR spectrometers, high-resolution mass spectrometers, cryoelectron microscopes and supercomputers. |

The Recovery Act Funding for Clean Diesel Emerging Technologies Program provides funding to reduce emissions from existing diesel engines through the use, development and commercialization of emerging technologies. |

DEFENSE EXPERIMENTAL PROGRAM TO STIMULATE COMPETITIVE RESEARCH (DEPSCoR)
DEPSCoR funds may be used to enhance existing or develop new research capabilities in support of DoD research goals. Proposals may contain requests for equipment necessary for the completion of the proposed research. General-purpose computing facilities and purely instructional equipment are not appropriate for DEPSCoR funding, but requests for funding for specialized computers required for specific DEPSCoR research programs are appropriate. DoD recognizes that the infrastructure aspect of DEPSCoR may lead to the purchase of equipment that has utility beyond the specific research effort proposed. Funds under DEPSCoR may not be used for construction or modification of buildings or facilities; therefore, proposals for the construction or refurbishment of buildings will not be considered under this BAA. |

This new program will support research on topic areas which address specific scientific and health research challenges in biomedical and behavioral research that would benefit from significant 2-year jumpstart funds. NIH Institute and Centers have selected specific Challenge Topics within each of the Challenge Areas. Recovery Act: NOAA Coastal and Marine Habitat Restoration Project Grants
NOAA delivers funding and technical expertise to restore coastal and marine habitats. These habitats support valuable fisheries and protected resources, improve the quality of our water, provide recreational opportunities for the public’s use and enjoyment and buffer our coastal communities from the impacts of storms and sea level rise. Projects funded through NOAA have strong on-the-ground habitat restoration components that provide social and economic benefits for people and their communities in addition to long-term ecological habitat improvements. Through this solicitation, NOAA seeks to openly compete funding available for habitat restoration under the American Recovery and Reinvestment Act of 2009. |
